October, 1995 The Joint Committee, recognizing the Design/Build delivery method as an alternative to the traditional Design/Bid/Build delivery process, recommends that: l. An Offerer identify the individual(s) legally responsible for executing Design and disclose the affiliation of the individual(s) with the Offerer, whether that be the individual(s), a partnership, corporation or other; 2. A qualifications-based selection procedure be utilized when choosing a Design/Build Offerer. COMMENTS: The Committee neither endorses the Design/Build delivery method nor favors it over another method. The Committee recognizes that inherent with the Design/Build delivery method is the potential for conflict and misunderstanding such as with insurance coverage and sharing of risk that should be addressed by the parties, including the Owner. The Architects Licensure Law of Pennsylvania places restrictions on who may offer to provide architectural services within the Commonwealth. A bibliography is available and can assist in locating specific information relating to Design/Build.
