Deposits on Drawings and Specifications for Bidding Purposes

The Joint Committee recommends that a deposit should be charged for drawings and specifications with a provision for the refund of such deposit immediately upon return of those documents. The following should be observed:

  1. Upon registration as a bidder, two (2) complete sets of contract documents (including all addenda documents) should be furnished for a reasonable deposit.
  2. Deposit shall be returned, if and only if, the bidder makes a bona fide bid and returns the drawings and specifications in good condition not later than fifteen (15) days after the contract is awarded.
  3. Additional sets, and partial sets, may be purchased upon request by the registered bidder for the actual cost of reproduction of such drawings and specifications.
  4. When an addendum is issued, one addendum should be supplied at no charge for every previously issued set of documents.

The amount of deposit should be large enough to cover all costs involved, but reasonable enough so that bidding will not be discouraged. Further, it is the recommendation of this Committee that non-refundable "deposits" be discouraged.
