The obligation for securing approval of plans and specifications rests wholly upon the Owner or the Architect, whose plans must conform to the requirements of the building codes and the building department, in order that the Contractor may obtain the construction permit to build. The Architect shall specify who is responsible for payment of fee for the permits to build.
