The Joint Committee recommends that since Unit Prices are, at times, used as a basis for making changes, they should be specified only when necessary, and when the unit can be accurately described and prices estimated. Individual unit prices should be stated as either "additions to" or "deductions from" the work. Unit prices should not be used in determining the lowest bid, and shall never be used in making major changes in the scope of the work. It is also recommended that time and material are the appropriate method for determining the prices for extra work.
