The Joint Committee recommends, in cases where construction must start before completed drawings are available, that consideration be given to the use of a form of contract which will provide for a guaranteed maximum with provisions for savings. It is recognized that this form of contract may be much better than "straight fee" or "cost-plus" especially where a maximum top price must be established or where the Owner and Architect have a definite preference for a particular Contractor.
